Certificate of Need - Public Hearings
The Alliance for Health holds public hearings to receive comments on proposals submitted by project sponsors in the West Michigan area. Interested people are invited to present oral and/or written comments. The Evaluation Board of the Alliance for Health reviews and evaluates proposals and makes recommendations to the Michigan Department of Community Health as to whether Certificates of Need should be granted to the projects. Comments received at public hearings will be considered in the evaluations. Dates, times and locations of hearings will be announced here.
PUBLIC HEARING TO BE HELD
The Alliance for Health will hold a public hearing to receive comments on the proposal of Sunset Manor to expand the approved Waterford Rehab Center in Ottawa County by 16 additional skilled nursing home beds.
The Alliance for Health will evaluate the proposal and make a recommendation to the Michigan Department of Community Health as to whether a Certificate of Need should be granted to the project. Comments received at the public hearing will be considered in the evaluation. Interested people are invited to present oral and/or written comments at the public hearing. Anyone unable to attend may submit written comments to the Alliance for Health offices by Friday, June 4, 2010. People commenting at the public hearing also are asked to provide a written copy of their testimony for the record. The proposals are available for inspection 9:00 AM - 4:00 PM Monday through Friday, at the Alliance for Health offices.

Sunset Manor proposes to expand the Waterford Rehab Center, a newly approved nursing home at 1725 Port Sheldon Road in Jenison. The nursing unit is primarily intended to serve the residents of an independent living facility currently being built at the same site as well as those living at other Sunset Manor facilities.
Waterford Rehab Center previously received Certificate of Need approval to construct 25 skilled nursing home beds at a cost of $7,017,182. Subsequent to the initial approval, it amended the application to eliminate one bed, reducing the total cost to $6,931,005. The current proposal calls for expanding the facility by 16 beds to a new total of 40 beds at an additional cost of $2,560,164.
The facility will have a total of 40 skilled nursing care beds in 32 private rooms and 4 semi-private rooms.
Waterford Rehab Center pledged to apply for participation in Medicaid as soon as it is able. All of the beds also will be certified to participate in the Medicare program.
According to the Michigan Department of Community Health, Ottawa County has 1,059 existing and approved beds in 15 nursing homes. This number accounts for the one bed reduction in the Waterford Rehab Center The state has determined that 1,060 beds are needed, one more than currently are either existing or approved to be built.
The expanded facility will require the hiring of 23 more new full time equivalent (FTE) staff than were originally anticipated at the smaller size. Previously, 33.7 FTE staff was anticipated. The staff is expected to be recruited from the labor market in Ottawa, Allegan, Muskegon, and Kent counties. There will be some sharing of staff with the existing Brookcrest Nursing Home, especially therapy staff. Despite reported shortages, especially among nurses, the applicant does not expect any difficulty in recruiting qualified staff. Sunset Manor will provide some support for some human resources functions such as payroll, billing and information services. The positions to be filled include:
