Mission
It is the mission of
the VIP (Value Improvement Partners) Project - now called eValue8 - to promote value based purchasing
and continuous quality improvement in a statewide collaborative effort with
health plans, consumers and providers producing an annual Guide
to Michigan Health Plans.

1) Facilitate the process of CQI (Continuous Quality Improvement)
2) Facilitate the process of value based purchasing
3) Consistent metrics to measure quality
4) Use of a community-wide common RFI (Request for Information)
5) Consistent Consumer Guide & Quality Report
A Brief History of the Value Improvement Partners
Project (eValue8)
1994 - Alliance for Health
Business Group organizes HEDIS reporting initiative.
1996 - GDAHC (Greater Detroit Area Health Council) Employer Coalition organizes
to consistently measure quality of HMOs.
1997 - Alliance for Health Business Group on Health partners with GDAHC for a
statewide initiative.
1997 - Design of a common RFI document in collaboration with health plans and
employers.
1998 - RFI document, scoring methods & metric criteria continue to evolve.
1998 - First Consumer Guide on HMOs issued
1999 - Second Consumer Guide on HMOs issued
1999 - Initiative now
includes most PPOs and will extend to fully insured health plans in the future.
Became a part of the national effort and name changed to eValue8.
