OBSERVATIONS ABOUT THE 2007 DATA
On average, $100 dollars proposed in 2007 to be invested in capital spending will result in increased annual operating revenues of $14.84, increased annual operating expenses of $16.45 and $1.61 in decreased annual operating margins.
· Five (5) projects proposed capital spending projects that would result in reduced operating expenses. These 5 projects would reduce annual operating costs by a total of $1,232,000. Annual operating costs would increase by a total of $114,493,000 for 36 projects, while there would be no effect on operating expenses for 1 other project.
· Twenty-six (26) project sponsors expect to increase their total net operating revenues by $106,802,000. Sixteen (16) indicated that there would be no increase in revenues. None projected a decrease in revenues.
· Of the projects, 10 are expected to absorb increased operating costs with existing revenues. For these project sponsors, existing margins would be reduced by a total of $3,763,000. Another 8 projects expect to decrease margins by a total of $21,128,000 as a result of having operating costs escalate faster than revenues. For 18 sponsors, revenues increases will exceed cost increases by $17,199,000. There is expected to be a net decrease in margins in the area of $18,465.000.
Clearly, the majority of projects were not proposed in order to help gain efficiencies that will reduce either the total operating expenses or total charges to customers, although some may have been put forth in order to gain longer run efficiencies that might stave off even greater future increases.
