OBSERVATIONS ABOUT THE 2006 DATA
On
average, $100 dollars invested in capital spending in 2006 will result in
increased annual operating revenues of $27.00, increased annual operating
expenses of $22.50 and $4.25 in increased annual operating margins.

Two (2) projects proposed capital
spending projects that would result in reduced operating expenses. These 2
projects would reduce annual operating costs by a total of $80,800. Annual
operating costs would increase by a total of $48,435,100 for 33 other projects
that were considered, while there would be no effect on operating expenses for 4
other projects.
·
Thirty (30) project sponsors expect
to increase their total net operating revenues by $57,701,300.
Nine (9) indicated that there would be no increase in revenues. None projected a
decrease in revenues.

Of the projects, 3 are expected to
absorb increased operating costs with existing revenues. For these project
sponsors, existing margins would be reduced by a total of $818,400. Another 12
projects expect to decrease margins by a total of $4,612,100 as a result of
costs escalating faster than revenues. For 16 sponsors, revenues increases will
exceed cost increases by $13,110,600. The net increase in margins in the area will be $9,317,000
Clearly,
the majority of projects were not proposed in order to help gain efficiencies
that will reduce either the total operating expenses or total charges to
customers, although some may have been put forth in order to gain longer run
efficiencies that might stave off even greater future increases.
