Public Reporting / Performance Measurement Work Group

Meeting Summary of July 2, 2008
 

1.      Welcome and Introductions: Agenda reviewed without additional topics noted .

2.      Meeting Minutes from 6/4/08: Reviewed and Approved 

3.     Performance Measurement, Public Reporting, Consumer Engagement Work Groups:

     The relationship between PM/PR and Consumer Engagement was discussed.  L. Zwarensteyn discussed the history of the PR work group; the suggestion was made with wide support from the entire group that representatives from the Consumer Engagement Work Group be invited to attend the next meeting.

4.      Mini Grant:

Dr. Hinderer noted the mini grant has been approved, but data use agreements from Westshore Health Network and Advantage Health still need to be negotiated.  Many legal, Health Insurance Portability and Accountability Act (HIPAA), and other issues remain to be worked out.  Data will not be coming as soon as hoped.

5.      Metrics Reporting:

The metrics to be reported were reviewed, and the proposed vetting process outlined.  It was again stressed that data from the mini-grant pilot project would only be reported at the physician group level.

6.      Group Task:

There was discussion on preparing the community for the information, and beginning education on the importance of the diabetic clinical indicators.  Defining the respective roles of Public Reporting and Consumer Engagement will be important here, and the conversation with Consumer Engagement representation at the next meeting will need to spend some time on this point. 

7.      Goals:

·        If physician/practice group data is reported, will consumers be expected to change doctors?  No, not realistic.  Message should be there are no bad doctors and patient needs to work with his/her doctor as a team.

·         AHRQ podcasts contain a lot of good messages that can be used.

·         Describe what a good visit with a physician is.  “Model Visit.”

·         Develop a DVD that can be played in doctor waiting rooms, etc.

·         How to make the best use of your time with your doctor

 8.      AF4Q Phase 2:

The Regional Quality Strategy grant has been approved.  Dr. Hinderer described and distributed the Executive Summary.  The same work groups will be used (CE, PMR, QI) with some augmentation.  Portions of the work of Phase 2 will not lend itself well to public reporting as it will involve rapid cycle improvement of quality at the bedside. 

9.   Other Business:

      Issue from June meeting – do we need to measure behavior change/outcomes and if so, how?
